Action Alert: Regional Greenhouse Gas Initiative [RGGI] Regulations Must Be Approved
On July 22nd , the Regulations Review Committee will meet in Room 1E of the LOB to revisit the proposed state regulations on Control of Carbon Dioxide Emissions from power plants. These regulations were rejected without prejudice at the June committee meeting. Since then, Governor Rell has asked for substitute language that would have allowed proceeds from the sale of RGGI emission credits to be returned to ratepayers in the form of a rebate on their electric bill. Under the original regulations, emission credits were to be paid into the Energy Efficiency Fund and the Clean Energy Fund to benefit consumers .
Attorney General Blumenthal, in an opinion released this week, indicated that rebates are not permissible as the legislature clearly intended for the revenue from the sale of emission credits to be used to support energy efficiency and clean energy programs.
Unlike other legislative committees, the Regulations Review Committee meets year round and has equal numbers of Democrats and Republicans. Please review the committee list below and contact your Senator or Representative. Urge them to finalize the regulations that reduce CO2 emissions from power plants. Sen. Paul Doyle and Rep. Arthur O’Neill are subcommittee chairmen.

I am calling/contacting you today to urge you to approve the Regional Greenhouse Gas Initiative regulations without delay. With the Attorney General’s rejection of the three substitute pages proposed for inclusion, we can move forward and finalize the regulations to reduce carbon dioxide emissions from power plants. I strongly support the requirement that power plants pay for the pollution they produce and that the resulting revenue should be used for energy efficiency and clean energy programs.
