Comments on
S.B. 23 AN ACT CONCERNING GLOBAL CLIMATE CHANGE
The League of Women Voters of Connecticut supports efforts to reduce greenhouse gas emissions as illustrated in this bill.
Section 4 provides homeowners with a rebate for installation of photovoltaic systems thereby encouraging the use of a renewable energy source.
Section 5 provides a $500 rebate for replacement of residential boilers and furnaces with high efficiency models. With over 682,000 households in the state heating their homes with gas or oil, this rebate program could significantly reduce fossil fuel use.
Section 6 establishes a “green collar” jobs program at our vocational-technical schools to provide the job skills, technology and innovation we will need to build and service more efficient buildings, equipment and machines.
Finally, Section 7 prohibits the idling of any motor bus for more than three minutes.
The League believes that all of these provisions will help reduce the impact of global warming on our state.
